Strengthen the construction of state key laboratories, instruments and instruments industry or there

       Recently, the Ministry of Science and Technology and the Ministry of Finance issued "Some Opinions on Strengthening the Construction and Development of National Key Laboratories" (hereinafter referred to as "Opinions"), which clearly indicates that China will build an "upgraded version" of the National Key Laboratories and maintain the innovation, advancement and leadership of the National Key Laboratories. Among them, instruments and equipment have been mentioned many times in the document.

The construction of state key laboratories is an important base for carrying out basic research, cultivating talents, strengthening academic transportation and possessing advanced scientific research equipment. However, compared with other countries, there are still some problems in our laboratory construction, such as the lack of major original achievements, the lack of world-class leading scientists, and the urgent need to deepen the management system and mechanism.

Faced with the gap between China and other countries, the goal of the Opinion Plan is to basically form a national key laboratory system with accurate positioning, clear objectives, reasonable layout and leading development by 2020. The total number of national key laboratories in disciplines is about 700, the number of national key laboratories in disciplines is about 300, the number of national key laboratories in enterprises is about 270, and the provinces and ministries are jointly building national key laboratories. Keep it at about 70.

Among them, the construction of state key laboratories in enterprises has reached 270, nearly 40% of the total. For the production and manufacturing enterprises deeply cultivated in the market, it is beneficial to further improve the R&D capacity and promote the transformation of scientific research results. For other laboratories, it is conducive to concentrating on R&D and making progress in some key areas.

In fact, after years of development, China's instrument industry has become the world's second largest manufacturer. However, it is also facing the serious shortage of core technology. The construction of the State Key Laboratory will further improve the R&D capability of instrument enterprises.

In recent years, Xiamen University has played a tremendous role in promoting new instruments and technologies of spectral mass spectrometry, micro-nanoscale analysis and multi-mode imaging analysis through the Key Laboratory of the Ministry of Education of Spectroscopy Analysis and Instruments, and the Key Laboratory of Ecological Geochemistry of the Ministry of Land and Resources, built by the National Geological Experimental and Testing Center, has played an important role in environmental pollution research, element analysis and environment. Organic analysis and other aspects have achieved a series of research results. Through the research and development of these advanced instruments, they can be better applied in the market of our country, and at the same time narrow the gap with other countries.

R&D is inseparable from talents. In terms of talents, the Opinions mentioned that key laboratories would be promoted to establish an open, mobile, competitive and collaborative employment mechanism and improve the system of linking talent evaluation with achievements and contributions. The implementation of these measures is conducive to attracting more talents for research.

At the same time, in the use of instruments, the State Key Laboratory will be guaranteed and inclined by necessary conditions in scientific research instruments and other aspects. For the instrument industry, it is also an important market to expand market sales.

In universities and key laboratories, because of the need of experiments, the demand for scientific instruments is growing rapidly. Among them, gas phase and liquid phase separation technology are widely used, which also promotes the increase of market share of gas-liquid phase mass spectrometry instruments. According to incomplete statistics, the sales of liquid chromatographic instruments in China alone account for nearly 20% of the total sales of analytical instruments in the world, and the total sales of analytical instruments in the world amount to more than one billion US dollars every year. Most of them are used in laboratory research.

In addition, the Opinion also mentions promoting scientific researchers to actively develop the functions of instruments and facilities, expanding the opening of laboratories, and improving the utilization rate of instruments and instruments resources. In the future, the satisfaction and popularity of open services will be regarded as important indicators for the annual and periodic evaluation of laboratories. For some small-scale instrument enterprises, the sharing of laboratory instruments can also reduce unnecessary costs.

It is expected that by 2025, the national key laboratory system will be fully established, the level of scientific research and international influence will rise dramatically, and the instrument industry will benefit from it. As an important part of manufacturing industry, instrumentation enterprises should seize the opportunity of development, improve core technology through research and development, and help build a strong manufacturing country in China.
